electric duct heater

Hey everyone I'm on a job in NYC and I see a electric duct heater in a duct that is pulling outside air...can anyone tell me WHY there is a duct heater in here? Just would like to know

    duct

    where does the duct go,  AHU ?  MA unit,   sometimes these would be installed to try to correct a miscalculation on original design or reheat of new zone that was added.

    mixes

    It looks like it mixes return air with outside air and the duct heater is in the outside air duct

    may be frost protection

    set to come on when OAT drops below the level that the main coil can handle.
