horizontal tube boiler

in THE MAIN WALL
i have a ny boiler horizonal tube which are coated with a white hard coating. it is so coated that i cant insert turbulator s into tube. ant suggestions, and what is the build up of white hard deposit?

    NY boiler

    I believe the white residue in the tubes is sulfur coming out of the flue gas.
