Under floor radiator

I have a 1902 house with 3 big radiators under the floor. All three have two feeds, one for steam one for condensant. One of the air vents (a new main 35 vent) occasionally spews water when the boiler is cycling. My internal siphon on my Burnham reads 10, and my pressuretrol is set to cut in at 1, with a .75 differential, but the boiler always stays on until temperature is reached (it never cycles). Should I trust the reading on my siphon, and ther is too much pressure, or should I trust the

Pressuretrol and maybe I just bought a defective vent?
