Dry return from nowhere

in Strictly Steam
found in crawl space, runs parallel to return to upstairs radiator which does not heat.  This return is connected to main dry return but is not connected to any other piping.  Two concerns, could this be afffecting performance of other rads, and should it be removed and main capped where it joins?  The system is a Richardson.
