propane modine heater

in THE MAIN WALL
i have a propane modine heater and have been there several times for no heat. one time it was the pilot tube clogged i thought, went back today and i turned the gas valve to the off position then back on  it worked!!  what whould cause this to happen and is it ok for a gas valve to be on its side with propane? any help would be appreciated
