2pipe vapor system, one radiator not completely heating

I have just installed a replacement stem boiler for a customer. System is a 2 pipe vapor steam system with some new 90 radiator valves and some older Trane orfice valves. All radiators have a Hoffman 8 steam trap, steam mains vent into Hoffman 8 traps. System has differential loop in basement.

My problem and a problem he customer explained before installation. Radiator in master bedroom, probably the biggest in the house does not heat across.

New system is up and running, every radiator is 3/4 or fully hot including last radiator on line. This radiator heats half way across and about 5" down on a 37" radiator. I opened the trap and no difference. This radiator shares a 2" supply line and 1" return line with a radiator that is on the other Side of the wall, which is hot all the way across, I closed the adjoining radiator and no difference. I can hear surging at the radiator. The radar supply valve is a newer replacement unit, I do not think there is n orfce inside but could there be.

Looking or suggestions.

Gary

The 2 radiators are supplied by a 2" vertical riser, at the top of the riser there is a 2x3/4x3/4 T, Off the top of the T feeds the radiator in the hall that is heating all the way, there is a 3/4" horizontal nipple, 9" long that feeds the radiator I am having trouble with, I thought maybe it was pitched wrong and have water inside, but there is no hammer at the radiator.
