Basement Heat: Baseboard vs. Panel Radiator?

I wanted to add a bit of heating to my finished basement and my plumber recommended branching off the main zone of the existing hot water system. He roughed in some piping for about 10 ft of baseboard - I think his intent was to use it with a TRV perhaps.
I had two questions:
first question - does this approach make sense? The basement does not really get cold because the boiler is located there and so I wanted to do this for minimal cost.
-second question - would it be possible to use a panel radiator instead of a baseboard, so as to save wall space.
