Partial Heating of Steam Radiators

Today when our 2nd floor neighbor turned on the two-pipe steam heat system, his radiators heated fully in 15 minutes, while mine on the third floor only heated halfway across the radiators in half an hour. Do you think I need to replace my steam valves? Thank you!

Slower 2-pipe
Most 2-pipe systems will not have air vents on the radiators. They use traps instead, and possibly yours have failed.
This may be a system wide problem, who maintains the whole building?
