Boiler Running non-stop

Returned to father-in-law's house after 1 week without power due to Sandy. House was literally 120 deg!!!! Gas fired boiler, base board heat. Shut it down, replace hot/cold thermostat to no avail. Suspect circulator pump electromag relay?? Water temp read 260!, manually engaged relay, circ pump runs and water temp goes down to 180 deg set point - but you have to keep relay manually engaged with finger....so circulator pump functions OK, but relay won't engage normally. Why doesn't boiler shut down when over 180? Will replacement of circulator pump relay solve problem? What else am I missing?

    this could have a number of causes, and it is not safe to run the boiler in its present condition.
