Blaming the super

Many problems presented here blame the super for poor maintenance, and subsequent problems with the heating system. The super is only a link in the chain of ignorance and laziness on the part of the owner, who may be a group of owners in a coop, or condo, as well as a landlord.
In that chain, the super who does not acquaint himself with the necessary knowledge to run the system properly believes that his job is secure, because only he knows how the system works, and therefore he will be kept on the payroll to keep things running.. His knuckleheaded repairs could not be understood by any outsider, so he is guaranteed a job!
It would be useful to find a way to correct this situation, which is so wastin ofg fuel, and making occupants of many buildings so uncomfortable.--NBC
