How long does it take for the disease to develop. I have a customer who will turn water heater to pilot for a day at a time. Thank you.

Bacteria
The bacteria is ever present. It thrives, and multiplies in temps less than 130* . So by turning the water heater to pilot I'm sure is giving the bacteria a ever thriving temperature.
If the homeowner is elderly, has lowered immune system, or lung disorder they are playing Russian roulette. Not to say a healthy person can not contract it .
There is plenty of info on the Internet just google, and learn about it.
Also I doubt the person is saving much in money unless they rarely bath,launder, or do dishes. Bringing the wh back online from a pilot start burns as much, or more than maintaining a temp setting
