Warren Webster Fitting, please help Identify

Found this on the top floor off an old building, its leaking from what appears to be an expansion fitting, main line size is 8", the tapping that you can see its 3" ,, there is a raping on the opposite side I believe it is 2",
There its a hanger bolted to the top flange that has come dislodged from its anchors.
Expansion fitting? This seems to be an up feed system.
