Correct firing on gas conversion

Recently converted W-M SGO-6 to gas using Wayne PF250, which called for a firing conversion factor of 140,000 x gph, which in this instance was 1.75=245,000 btu/hr. My installer fired it at 157,000 using my connected load of 520 sq.ft. The heat was not sufficient, he wanted to raise pressure in my Richardson System, i convinced him to increase firing rate to 200,000. Much better. My question is two-fold, is boiler right size, if so, is firing rate correct? The boiler is 11 yrs old, has rating of 654 sq.ft,, steam/hr of 157,000; doe of 210,000.
