I recieved a call from a lady with a on demand hot water heater. it a Rheem RTG model 74pvp-2. She can't get full hot water at any faucet any time. She has had the propane line pressure and delivery checked--- water flow and pressure checked--- Everything it normal but still, no hot water (just warm) It seems like there's not enough btu's going into the unit. cOuld it be hard water? Are there any quirks with these units? Any reply would be appreciated

Tepid water
Was the temperature, and flow measured next to the heater?
There could be a problem with one of the tub/sink valves letting cold water short-circuit into the hot line because of the reduced flow from this type of heater.--NBC0
