What do you want to bet that the investigation will show that when the steel ship was tied up at a steel sheathed wharf, and on shore power, the grounding from the ship to land was defective and the return current passed through the hull, through the water, through the sheathing, and back to where it came from.
Like a loose connection. Who knows what will happen.
