Problem with rheem unit

Why do I have to put the unit ( 4 ton package heat pump ) in  the heat mode first then the cool mode for the unit to operate (cooling) and the low pressure to return to around 65 psi on the gauges that are install on the unit outside and this work some time for one cycle or for more some times before the pressure start downing again and I will have to repeat the order again ?
