I have had two plumbers give me estimates for a burner. The first one suggested a new liner in the chimney and the second suggest to avoid the chimney and get a higher effeciency burner. I am confused..any suggestions. Two zones, 2600 sq. feet, have baseboard heat and live on long island.

Can you give us a little more info???
What did each person propose (equipment, oil/gas, piping changes, control strategy, etc)?
Please leave out the pricing.
Either application can work fine, depending on all the other factors. Luckily neither one suggested not relining the chimney. There was an error rendering this rich post.

Condensing
I would recommend a modulating/condensing boiler. We install many on LI with excellent results. Can vent with polypropylene pipe saving the expense of a stainless chimney liner and will yield much greater eff than a cast iron boiler. Some nice Nat Grid rebates now also0
