Wirsbo Duomix 201

I have a Wirsbo Duomix 201 to regulate a two heating loop system along with a separate hot water zone regulator. The two heating loops are both in the house so there is very little difference between the target 1 and target 2 and supply needs. The problem is that when the thermostat for zone 2 calls for heat, the electrical voltage for the variable injection pump on zone 2, only puts out 50-60 volts and therefore the variable pump does not want to run. If I disconnect the wiring from the pump, I get a 110 volt reading, but as soon as I connect the pump, the voltage drops again. I have replaced the pump thinking there was a short in the pump, but there was no change in results. The other zone and the water heater zone all work fine. The system pump for zone 2 also works fine. Is there a problem inside the Duomix 201 controller?
