Radiant cooling?

With the Air to Water heat pumps coming on strong I am going to have to figure out how to do radiant cooling. Unfortunetly, being primarily into hydronics, I don't have the knowledge required to do this. I live in the notheast where we have wildly fluctuating dewpoints.

(The things I already know)

I will have to split the sensible cooling load and the latent cooling load. I will have to keep the water temp for the radiant above the indoor dewpoint. The coil in the airhandler will have to maintain a specific humidity for the indoor air.

(Things I don't know)

How to measure the indoor dewpoint and use this information to control a setpoint tempering device to provide the proper temp for the radiant cooling. How to calculate the CFM needed to provide latent cooling and maintain a specific humidity. Also I would need a device that would be able to determine whether to do latent cooling or sensible cooling on a call for cooling. Also it would be nice for this device to determine whether to run both loads silmaltainiously or whether to turn the latent cooling on first and how long it should run before turning on sensible cooling; and vice versa.

I don't have any current job that I am doing this on but I would like to learn how to do it so when the oppurtunity arrives I am ready.
