need help finding design temps for walton ny

Can not find a source for design temps for a job i am looking at in walton ny .Really need the right number so i can fiqure out what the heat lose is and to explain to the HO why his sysytem under performs when it drops below 20 . I used to have a link but that laptop has gone the way of the dinosaurs Thanks in advance .Peace and good luck clammy
