Baseboard Cover Missing....where can we find replacement?

Does anyone know where we can find replacement fin tube cover? The house was built in the 50's. Someone stole almost all cover, but left the back and element. (Heat is up and operating) OR any ideas on companies that might fabricate new covers?
All they left was a corner cover, as a template to go by. I can post pics if that would help.
Another situation is the basement in-flloor......it will not hold a air test. Looks like it is black pipe. Is it 100% gone? Or can we hunt down the leaks? My experience tells me to abandon it.......but just wondering if anyone might have missed something?

Stolen covers
Pictures would not only help, but be essential, as there may have been a bigger selection available then.
You could also go to pex supply.com, and see if they have any Basebord which looks identical--nbc0
