Oil Boiler to Electric Boiler

I have a FP Industries Dual Energy Boiler (electric 15KW(51,000 btu/h)/oil 22KW(76,000btu/h)) and I would like to replace it with a 100% Electric boiler. Electricity rates are under $0.06kw/hr here so it would reduce by heating costs. Any comments on how to size the boiler? I was thinking of going with a 19KW unit, producing 64,000btu/h., as the existing boiler already has the required circuit breaker and cable, but these can be upgraded if necessary.
The house is approx 20ftx40ft bungalow (1 floor + basement with the same dims, but not heated with rads).
Any help in sizing would be much appreciated. Thanks.
