Not getting flow

I am using a Taco 007-F5 with a heat exchanger to a single zone in 1/2" pex. The set up is in the basement and the floor to be heated is two floors up. The water must rise approximately 13'. The flow is around .5gpm. Could it be that the pump is to small? Have I miss calculated my head rise? I have the Extrol expansion tank pressurized to 12psi.

possibly...
How long is your 1/2 pex loop? So we can figure out flow and head. If the loop isnt too long, could be air. You're sure the pump is working? Also, got a pic or a sketch? There was an error rendering this rich post.
