    Is this a....

steam boiler? If so was it skimmed, drained and flushed?..or did they just throw it in and say see ya later? oil stays on top. Draining will not help.

    oil smell

That is not coming from the water. Your new boiler is probably located directly below the living room, so that is where you will smell it first, and if you have a fireplace with an open damper, the exhaust can go up one flue and down the other. It could be a blocked flue, delayed ignition, stuck draft control, fuel supply issue, etc. I would definitely call the installer. It is still a very young install, and any reputable installer will answer that call.
