Indirect radiators

Just looked a a home with 7 indirect rads ,There are 12 rooms ,so they are shared (the indirects). Heating in the upper floors are directed by a lever in the duct work.The only way I can see to give uniform heat is to add a hot water loop . Any other ideas?

It had to have worked when it was new
does it use only outside air? Are the inlet ducts open?
