Exposed Riser in Living Room

I live in a small apartment on the top floor of an old NYC apartment building, and there is an exposed riser sticking up vertically about 5 feet against the wall in the middle of the main living area, behind the couch.  Is this safe? The property manager told me that it's not possible to have the riser shifted to a horizontal position, next to the floor. True?

Thanks.

    Riser

It would be unsafe if you ran into it and smacked your skull against it.  Or if it got hot and you touched it.

    Where does the riser lead?

In New York City, you'd need a licensed plumber to move it, which would probably cost more than the rent you're paying.

    Exposed Steam Pipe

Hi- As Ed says it's safe. It might get hot but not more than around 212 degrees (the heat of steam)  Residential steam systems run on very low pressure usually under 2 PSI so there is no danger from high pressure if that was your concern. I have an old house where the steam system was installed after the house was already built, so have quite a few steam pipes running from floor to ceiling as they couldn't put them inside the walls. When I repaint a room I just include the steam pipe too.
