is setting the ph on stainless exchangers critical? Such as Burnham alpine boilers, & do they really nd to be "serviced annually"?

Alpine service
The only time I worry about ph is when glycol is involved, maybe I'm a bad tech.
Have your boiler serviced after the first year, by that I mean actually cleaning the heat exchanger. Then ask your tech to gauge how often it should be done.
Every other year is probably what you would hear from me(if the HX is immaculate), because the igniter, flame sensor, and condensate trap will all need to be cleaned something fierce by year 2, by then the HX should need it too.

it's not hard science...
needs to be checked every 12mon - cause it depends on the gas and the air ur sucking in - but when i do it - i also use a combustion analyzer to set up the boiler up perfectly, so i reset the reminder 2 24mo - found it to be a good rule - of course if ur running on LP gas or the intake is in a dirty location - u need to chk it more often0
