wirsbo radiant manifolds

in THE MAIN WALL
I have a job with wirsbo radiant manifolds that have clear sight glass flow meters on the returns. there are no valves on the supply tubes. Are these also balancing valves and if so how do they adjust. The system is maybe 8 years old. Thanks for all replys
