Steam Baseboard not heating up

Removed cover plate, pipe from basement is cold when the heat is on and all other baseboard's are working. In the basement pipe off the main going to the room is hot. Somewhere between basement and 2nd floor steam is not reaching 2nd floor.
Included pict of cold pipe as reference.
Any advice on what may be the cause and if I can trouble-shoot myself? Should I call a plumber?

cold rad
I am a newbie but can perhaps recommend a few things to check to get started. Is the radiator air vent working?
Is the radiator pitched properly back towards the riser to allow the condensate to drain out of the radiator?
You mentioned the runout pipe from the main to the riser is hot, are there other rads piped from this riser that are hot? Is the cold rad a "new" problem?0 -

I don't think I have ever seen a baseboard heater hooked up like that, In fact, I KNOW I have never seen anything like that. I'm hoping to hear from the steam authorities comment on it.
Are all the other baseboard radiators piped like this?0
