Measuring Radiator Height

Stupid question, but here goes: When measuring a radiator's height to calculate the EDR, is it the distance from floor to top of radiator, or from bottom of column to top of column? Seems like the space under the radiator should not be part of that measurement, but maybe its factored in to the equation. Thanks in advance for any advice.

EDR Measurements
Hi Rob- Attached is a radiator sizing chart which I thought might be of help to you. As you can see in the examples on the left side of the second page, the height measurement ,as Bob mentioned, is from the floor level.
