Can this pressuretrol really work here?

Hi,

 Was at a customer yesterday who seems to have a honeywell pressurtrol model L404F1227 whose main pressure scale ranges from 10psi to 150 psi. main scale was set at 25 psi and diff scale at 2. He has a backup pressurtrol model L4079 with manual reset whose main scale goes from 2 to 15 psi. Turned on boiler and radiators were getting hot. He lives in a regular sized 2 floor house. How does the boiler ever cut in and cut out. Why is the safety relief valve not popping (normally its 15 psi on steam) Could it be that it just runs and always satisfies the thermostat before it reaches those high numbers? or that the backup pressuretrol is popping before ever gets that high?

    Before jumping to any conclusions...are you sure this is a steam system and not hot water? I've seen pressuretrols used as low-water cut-offs before.

    its definitely steam. i was there to replace a 47-2
