How NOT to vent a gas hot water tank

The utility sent me an email to provide them a quote for a replacement tank for a small apartment block. While there, the boiler was back spilling into the boiler room. Nobody was smart unoff to shut the gas!

    That was my thought too

    nothing like storing gasoline near poorly vented open flame

    Looks fine to me:

    Another quality install by a dubber with an extreme case of hackitis.

    I especially like the Cast Iron ells on the water heater domestic hot and cold.

    And he says: "I don't need no frappin' inspection. I know what I am doin'. Been doin it like this my whole life and no one ever got hurt. Do away with the Gubment and we'll all be better off.' Installation manuals? I never read those. I know everything in there already. They were all written by over educated, no experienced, wet behind the ears mechanic wanna-be's."

    The draft hood on the boiler is another nice touch.

    Since I am not a professional, I may misunderstand something.

    I think the draft hood on the hot water heater is also interesting. Since the vent pipe goes downward from above that vent hood until it enters the bottom of the vent connection to the chimeny, it seems to me that the exhaust gasses from the hot water heater might take the easy way out and come out of the vent hood instead of descending enough to get to the chimeny. If I understand correctly, this would not be safe.
