Controlling rust on radiant hot water main pipes

I have a hot-water radiator system heated by a gas boiler. A few of the main pipes running through the basement a getting quite a bit of rust on them. The basement was damp in the past and is better now, but I'd like to arrest the corrosion and make it more difficult to come back. Suggestions?
