Questions About Steam System Used to heat Multi-family dewlling

Hi~I live in a 3 unit condo which was at one point a single family home. It appears that the heating system is a natural gas fired steam boiler on a two pipe system (one pipe being the return for the condensate). The majority of my radiators have one pipe coming into each unit with a shutoff valve on the bottom and the air valve on the opposite side. I have one radiator in my bathroom which has two pipes...one coming down from the 3rd floor unit and another going into the floor on the opposite side. This radiator does not have an air valve. If the people on the 3rd floor close off the radiator which feeds the radiator in my bathroom will any heat at all make it into my radiator? I've noticed recently that my bathroom radiator is not heating up at all and am wondering if a radiator shutoff upstairs could be the cause?

that doesn't sound like the usual setup, but we've seen plenty of screwy stuff out there.
