bleeding radiators

in THE MAIN WALL
i have a relatively new hot water boiler  (several years old), but i cant get heat up to the third floor of my house. i try bleeding the radiators but just a little air comes out. any suggestions?

    Air/Pressure:

    You need to raise the pressure in your system to get the water up to the third floor.
