hot water zone off a steam boiler

How much hot water can you pull off a steam boiler? We have a customer with 3 zones and an indirect coming off a plate heat exchanger. They aren't getting enough heat transfer to make the hot water, especially if the zones are running. But if we put a larger plate heat exchanger on, will it keep the boiler from making steam?
I haven't been down there yet to scope it out, just trying to get some background info before I look it over.

Typically no more than 30% of the steam capacity, or the added pick-up factor. The hot water loop should be an after-thought to the size of the steam boiler.0
