Vent doesn't seem to close on main riser

I installed a Jacobus #1 main steam vent just before the riser. There had been one there that was plugged. It doesn't seem to close and it blows steam. How exactly is it supposed to function ? At what point should it close? Should it be blowing steam?

Leaking steam vent
Since it is new, I would check to make sure the vent is plumb. I would also check if dirt, pipe dope or teflon tape could have gotten inside the vent. Do you have any water hammer when the system fires up?
Good Luck,

Vent blowing steam
Basic question.
What pressure are you operating the system at? Hopefully less than 2 psi.0 -
