Iam looking for an easy way to figure the energy savings for reducing the steam pressure from 115 PSI to 90 PSI on a 400 hp boiler

Not sure it can be calculated
you would have to track your fuel consumption before and after.

What pressure is too much?
All the appliances which are served by the boiler must have ratings for minimum pressure requirements, and it would seem that any excess pressure from the most consumptive one will be a waste of energy.
It might be the case that one appliance which only needs a small amount of higher pressure steam could have it's own boiler with some energy savings.--nbc0
