McDonell Heater

My apartment heating system is set for the building as a whole. The heater I have is a McDonell heater, old looking, with a rectangle knob/controller in the upper centre. I can move it to various positions but my landlord says that makes no difference...are they right? It seems counter intuitive to allow it to move if it makes no difference to the heat given out...
