splitting control's

hi
i have a 4 floor home with an older steam radiator system. my problem is that the top 2 floors heat up much faster then the lower 2 floors any ideas on how to help the situation?
(i know about problems with windows etc. we'v looked into all of that and the last option now is to just face the fact that the floors do not heat equally and now try to have separate control's or something that will work)
thanks

Do you have
one pipe going to each radiator, or two? Is the thermostat on the main floor? What do set it at? When it reaches set point, what are the temperatures on each floor?
