Oil pipe tightness testing

Please respond if you are or know of a licensed plumber or oil technician in Red Hook NY area who can assist with tightness testing of an oil pipe to determine exact cause and origin of a leak.

but where was the leak? Was it an oil line or tank fill piping leak? It could also be bad pipe or elbow, and not where the thread connection is. Have seen it before0 -
leak location
from unplugged end of abandoned bottom supply pipe (having ball valve). Valve found in closed position, but oil got past it.0
