Radiator won't heat up!

Can someone please explain to me how to drain/fix a steam radiator that won't heat up but has a air vent like in the picture attached? I searched the web and didn't found an answer for that that specific vent/velve

That is an air vent
It opens when cold and closes when it warms up from the steam. If it is not working first make sure valve is open suppling radiator. Then try carefully removing the vent and replacing with a new one. For now simply match the existing vent to get the heat working.Cost is what you spend , value is what you get.

Indeed.
That is either a Gorton or a Maid-O'-Mist radiator vent. They come in different sizes. If blocked, a soak in hot vinegar will help loosen any mineral encrustations. These are available at your better heating supply counters or on line.
If you try testing the vent by blowing into it, repeat after me:
"Ptoooey!"
