3-Phase Power?
If the motors are three-phase, they may have reverse polarity and may be running backwards. There is still forward motion through the pumps but it is greatly diminished. Might the pumps be installed backwards? A pump with equal inlet and outlet flange sizes may well have been installed backwards. Is it a duplex or simplex arrangement?
If the pump stops working, sucks in air and shakes, I would have it tested for cocaine abuse.
