electro-zone valve question

I have an old boiler with 3 zones with "electro-zone" valves on it. On the bottom is where i can manually open them by screwing them tight, which I have had to do because when they aren't, they are leaking. My question is three fold- what is the correct way they should be open or closed, and is it normal for them to leak? And if i leave them in the open position- what can happen bad?
