If the setting of a pressuretrol for a boiler is lower then the required pressure needed to overcome the frictional loss in a pipe will that boiler ever make pressure.

    operating pressure loss

in a small system, the operating pressure can still be very low, without causing the system to be inoperative. elsewhere here is described a medium sized system  which operates on 1 ounce!

    Yes and No

It depends where you measure the pressure.   If the pressuretrol is set for 1 PSI, and the boiler has the heating capacity that meets or exceeds the heating capacity of the system, it will build pressure up to one PSI at the boiler, at which time the boiler will shut off until the pressure falls.   However, if you were to measure the pressure at the end of the line, and if the facts of pressure loss are as you say, then the pressure reading at the end of the line would be 0, at the same time it was 1 psi at the boiler.

That being said, in such a system, you may find that the steam flows everywhere it is supposed to go and the system works just fine.

On my own system, the vaporstat is set to cutout at 8 oz.  However, the pressure seldom increases above 2 oz at the boiler.  Steam distribution is achieved at 2 oz at the boiler.  That is simply the back pressure that is read at the boiler as the boiler is producing steam and pushing it down the steam mains.
