Direct Vent Damper Problem

Hello all. I'm having a problem with a direct vent damper on a Utica furnace. When the unit calls for heat it closes the damper if open in automatic mode. If the damper is closed nothing happens at all. The damper is a replacement for one which worked fine for years. Nothing else was touched on the unit. I'm on my second replacement and they are both having the same problem.
I've checked the the thermostatic (jumped it) and just about everything else. The damper gets power when closing, so I think the motor is ok. I'm thinking it's a wiring problem but like I said nothing was changed from when it was working properly. Any help with this greatly appreciated. Driving me nuts.
