air vent location

We have a large building with a one pipe steam system. All radiators except for two use only one pipe. The two that have a pipe on each side are very large radiators on the first floor. Both air vents are set at the TOP of each radiator rather than lower down on it like all the rest of the radiators. Is it set right or should we move the air vents lower?
One more question - do radiator reflectors really help?
