need hlp with heat loss

I got 14 year as hvac tech,Just starting to learn little steam today was talking about sizing new boiler for existing systems .Was told that the old systems where sized about 75% to big at the time most these where being installed and that all the radiators are over sized about the same . then was told i would size the new boiler to the old radiators ,and i know i can control the radiator to control the heat ,but why would i size to radiator knowing there oversized .??? And if anyone has a good heat loss formula for steam would love to see it .
