Water movement in sight glass

The water level does not surge in the glass but I have noticed water cascading down the side of the sight glass while the boiler is firing. The water level is within the specified levels. Is this normal?

Have the
tappings into the boiler ever been cleaned? I have seen the dripping water on boilers where the valves and piping to the sight glass are clogged on the bottom. Amazing how much the water can bounce when the tubes are cleaned. Then we get into why is it bouncing. Make sure the sight glass is functioning.Cost is what you spend , value is what you get.

Skimming
has been performed several times by me. The water is still rusty even after flushing it a bit a couple of times from both the hartford loop drain and the mud leg drain.
I should clarify that the cascading water is inside the sight glass. The reason I ask is I have read here by others that a properly running steam system will have a sight glass with minimum movement and little or no water travel other than what is used for making steam.0
