Radiators not heating on 2nd floor

We can not get any heat up to the 2nd floor radiators. We replaced the main vents on the returns. We have a 10 year old Burnham oil steam boiler. It is a one pipe system with heavy asbestos insulation and some of the insulation is missing. The main is hot all the way around. The 1" line that goes to the second floor is warm only about 2" off of the main. The pressure gauge on the boiler never seems to come off of "0". The pressuretrol setting seems to be at 1 psi.

Radiator Problems
Hi- Welcome to the steam section. We'll need to ask you a few questions so we can get a better understanding of your steam system. As i mentioned on the main "Wall", "Was your steam system operating well in the past? If so what has been
changes since then?" Have you had the boiler cleaned and the burner adjusted recently? What are the model of the vents you installed on the radiators?

Vents that were replaced
The main vents that we replaced are Hoffman Specialty 75 Steam Vents 1/2 x 3/4- 2 of them
On the Radiators we installed a couple of Dole 1A Vari- Vent air valve 1/8" angle and a couple of Legend model T-60 steam air vent 1/8" angle vents
The boiler is clean and working properly. We just started servicing this boiler about a year ago, so I don't know if it worked before or not.0 -
Try another vent?
As a general rule you should stick to the same model radiator vents. I'm not familiar with the Legend T-60 as it isn't a standard steam radiator vent. Most of the Legend vents (T-75) I know of are for HW. Are these T-60 s on the problem radiators? if so I'd change it over to one of the Doles.
